Do West Lake Hills and Rollingwood set their own pool fence rules?
Yes, and it is the thing most people here get wrong. Westlake is not one jurisdiction. West Lake Hills and Rollingwood are each incorporated cities with their own code and their own permit desk, separate from Austin. West Lake Hills requires an enclosure of at least four feet around a private pool, with no opening that would pass a four inch sphere and a self closing latch on every gate, under sections 22.03.167 and 22.03.207. Tarrytown is City of Austin and sits under its Swimming Pool and Spa Code. Barton Creek, Lost Creek and Davenport Ranch are unincorporated Travis County. Four houses a mile apart can answer to four different desks, so we confirm which one yours is before we quote.
Do I need a permit to add a pool fence to an existing pool?
Often not for the barrier on its own, but the honest answer is that it depends which of those four jurisdictions you sit in, and it is worth one phone call rather than an assumption. Where a permit is involved it usually attaches to the pool rather than to the fence, and the barrier is what gets inspected before that permit closes. West Lake Hills issues a separate pool permit with its own application and its own fee. How much does a pool fence cost in Westlake?

Our children will outgrow the fence. What happens then?
That is the argument for removable mesh over anything permanent, and it is worth thinking about before you buy rather than after. A wrought iron or glass barrier is a decision you make once and live with. Ours comes out cleanly once the children are past the age it was bought for, leaving small flush plugs in the deck rather than a row of scars. Nothing has to be cut out, ground back or repoured. Until that day it stays up, latched under tension, and a child cannot undo it. You are buying a barrier for the years you need one, not a permanent change to the back of your house.
